FRA Strengthens European Leadership with New Hires Almira Cemmell and Victor Rudebeck

London and Paris – FRA has strengthened its leadership in the EMEA region with the appointment of Almira Cemmell as Partner and Head of EMEA based in London. She brings over 20 years of expertise in risk and investigations, and Victor Rudebeck as Director in Paris, who has extensive experience in forensic accounting and compliance; these appointments reflect FRA’s commitment to expanding its capabilities across global markets alongside recent investments in technology and talent.

Almira Cemmell Appointed Partner and Head of EMEA

As Partner and Head of EMEA, Almira will lead FRA's growth and operations across the region. She brings more than 20 years of experience advising investors, boards, management teams and financial institutions on geopolitical & integrity risk, investigations, governance, regulatory matters and business transformation.

Prior to FRA, Almira served as Senior Advisor and Consultant to Charles River Associates and held senior roles at FTI Consulting, where she helped build and led multidisciplinary risk and investigations teams across Europe, and Africa. Her experience includes high-profile investigations, regulatory crises, cross-border disputes, compliance and sanctions programs, transaction-related risk advisory, and crisis response. Almira is a Certified Fraud Examiner (CFE) and is fluent in English, Serbo-Croatian and Russian, with basic knowledge of Farsi.

Victor Rudebeck Joins Paris Office as Director

Victor Rudebeck joins FRA's Paris office as Director, bringing extensive experience in investigations, forensic accounting and compliance across Europe and internationally.

Before joining FRA, he led the forensic practice in France and Spain at Control Risks, overseeing investigations, compliance reviews, expert witness assignments, forensic accounting and data analytics engagements. Earlier, he worked at FTI Consulting, where he conducted anti-corruption investigations, FCPA risk assessments, and expert witness assignments. He is fluent in English, French, German, Spanish and Swedish and holds ACA, CFE and CBV qualifications.
